BlastGard International, Inc. Announces Appointment of David Forbes to Advisory Board

May 20, 2004, Clearwater, FL. BlastGard International, Inc. (OTCBB: "BLGA" - news) is pleased to announce that it has engaged David E. Forbes as the newest member of the Company's advisory board, which was established to provide advice to the Company regarding: a) the formation of corporate goals and their implementation; b) the financial structure, programs, and projects of the Company; c) corporate organization and personnel and; d) rendering advice with respect to any acquisition program of the Company. Mr. Forbes is President of BoydForbes, Inc., an aviation logistics government and infrastructure security analysts company.

Mr. Forbes brings more than 30 years of experience in law enforcement, commercial industrial and government security-related risk management, with areas of expertise in aviation security, logistics and vulnerability awareness."

Raised and educated to university postgraduate level in England, with a Masters Degree in Security Management from Loughborough University, Mr. Forbes is a former UK Police Inspector and officer in charge of Thames Valley Police Fraud Squad. Having studied law and achieved promotion examination success leading to senior rank early in his career his police career included detective training at New Scotland Yard, Financial Investigations training in the City of London, and many police community liaison assignments. In 1980, he served as global head of security for a major international express logistics organization (prior to becoming an independent consultant in 1993) where he was responsible for the selection, training and leadership of the first global security management team in the express freight industry creating a regional security management structure covering 140 countries. His expertise includes the design and implementation of security programs that successfully combine manpower with technology. He has directed and supervised the introduction of security systems for corporate offices, computer suites, aviation facilities and logistics warehouses in several countries.

The express organization of the 1980/90s was a prolific user, for courier and express airfreight, of passenger airline cargo capacity in addition to operating its own fleet of all-cargo aircraft across Europe and South East Asia. As the needs for air operations security increased, David Forbes traveled frequently by air to appraise the regional security performance around the world, visiting four continents. A pioneering feature of his work was creative responsibility for the first and only production, with worldwide distribution, of an in-house training video tape promoting the 'Unknown Shipper' procedure, to meet Federal Aviation Administration and other civil aviation expectations for counter terrorism measures, following air crashes in 1987. The video has been legitimately copied through requests by governments and consultants, and illegally pirated by competitors, in many parts of the world. In December of 1988, with his company shipments involved, the Pan Am 103 Lockerbie terrorist attack drew David Forbes closer in to the government aviation community in the process of bolstering defenses and increasing the understanding of air cargo systems on the part of the regulators. His speeches and consultation activity brought him professional dialogue with government and private industry representation in Australia, New Zealand, South East Asia, various European countries, Canada and the United States. His contribution to the efforts and learning needs of the FAA, to support the International Civil Aviation Organization (ICAO) security protocols, and to build industry bridges on security as the adviser to the International Express Carriers Conference was to be reflected in a written testimonial from FAA in 1996.

In 1996 David moved to Colorado to assist with the development of a security consulting business of which he ultimately became CEO. His numerous and varied executive consultant projects include work for municipalities and state governments. In December of 2001, together with the nationally known aviation analyst Michael J. Boyd of Evergreen, Colorado, he formed BoydForbes Inc. to challenge the conditioned government and industry approaches to airport and airline security and thereby the safety and viability of air transportation. In 2003 he was retained as the security analyst for the Los Angeles County Board review of the 2003 Los Angeles airport security component of Mayor Hahn's Alternative D $9 billion reconfiguration LAX Master Plan. LA County adopted the review report as the official response to the Master Plan in November 2003.

During 2002 and 2003 David completed an academic study of American commercial airport security. His parallel White Paper, Missing In Action - Aviation Security in America, was published in January 2004. He is the Founder and President of the Independent Security Studies Institute (ISSI), a Colorado based nonprofit with university affiliates in Australia and the United Kingdom. Media interviews have led to articles about his work being published in magazines and newspapers as far apart as the United Kingdom, Australia, Canada, Asia and the United States. He is a frequent guest on local and national radio and television stations, a public speaker at a range of venues and is sought after weekly for comment on a range of security issues by industry publications and daily news media sources. For three consecutive years, he has been an invited member and chairman of a prestigious panel of expert judges for the World Mail Security Award hosted by the World Mail & Express Conference, held in Amsterdam (2002), Rome (2003) and scheduled in Berlin for 2004.
